The Speed Consequence Advisory Sign (SCAS) and associated advisory systems are designed to operate within existing road authority governance, standards, and approval frameworks. The system does not introduce enforcement, regulatory obligations, or changes to statutory road rules. Its function is advisory and educational in nature.
Final approval, deployment, and operational control remain the responsibility of the relevant road authority.
Legislative and Standards Alignment
SCAS is intended to align with established Australian road governance frameworks, including the Australian Road Rules and relevant Austroads guidance for traffic management and advisory signage.
The system is designed to be assessed and approved through existing state and territory sign evaluation processes. It does not seek to create a new class of enforcement device, nor does it replace statutory regulatory signs.
All final determinations regarding sign design, dimensions, placement, visibility, and operational parameters are made by the approving authority.
Role of Road Authorities
SCAS is structured to support, not supersede, the authority of road agencies.
Road authorities retain full control over:
• Whether the system is deployed
• Where it is deployed
• How it is configured
• How performance is evaluated
• Whether it proceeds beyond trial status
The system does not operate independently of established governance processes.
Privacy and Data Protection
SCAS does not collect personal information.
The system does not use facial recognition, number plate recognition, identity tracking, or any form of individual identification. Data collection, where enabled, is limited to anonymised traffic metrics such as speed, vehicle counts, and time-of-day distribution.
Data ownership, retention, and access are governed by the deploying authority in accordance with applicable privacy legislation and internal data management policies.
SCAS is not linked to enforcement databases or infringement processes.
Terms of Use and Advisory Status
SCAS is an advisory system intended to support speed awareness and risk perception. It does not replace driver or rider responsibility, statutory signage, or enforcement mechanisms.
The system provides informational cues only and does not guarantee individual behavioural outcomes or crash reduction.
Installation and operation are subject to formal approval by the relevant authority.
Risk Management and Safety
The system is designed with consideration for sign salience, legibility, and cognitive load, consistent with established signage principles. It is intended to minimise distraction and avoid information overload.
Site suitability, risk assessment, and safety validation remain the responsibility of the approving authority and are undertaken in accordance with existing sign deployment practices.
Asset Ownership and Maintenance
Ownership of installed SCAS assets resides with the deploying authority unless otherwise agreed. Operational responsibility, maintenance schedules, and lifecycle management are determined by the authority or its nominated service provider.
SCAS is designed for unattended operation with minimal maintenance intervention.
Legal and Commercial Neutrality
SCAS does not issue fines, penalties, warnings, or enforcement notices. It does not create legal obligations for road users beyond existing road rules.
The system is not intended to generate revenue through enforcement activity and does not alter infringement processes.
Status
SCAS is presented as an advisory road safety system subject to staged evaluation. Any progression beyond trial deployment is dependent on authority assessment, operational performance, and policy considerations.
